I had UAC disabled from the beginning.
Try using Driver Fusion to remove the old traces, rather than those other steps. I've gone from NV to AMD, back to NV, back to AMD in the last two weeks, only using Driver Fusion, and it's worked fine for me. After I just removed NV drivers with it, I just installed Official 13.2 beta 6, and I'm getting 92-95% usage on my 7950. Now I've got to go back, and try again myself, but I wanted to see if AMD had made any progress with their new drivers, it seems better, but still not up to par.
I just left the 13.2 beta 6 drivers installed, and removed my SMP client, now I am seeing a steady 97% GPU utilization:
The PPD is still a bit low at only 6.3K, IIRC on the modded drivers I was getting ~ 8.5K PPD.
