Seemingly DirectX related issues. (Crashing)

So, Sunday evening, I turn on my main rig and sit down for a session of World in Conflict with friends. (I use Steam)

Much to my dismay, I get this when I click Start Game in the launcher it says 'Critical Error: DirectX 9b or higher required to run WiC etc etc...'
The reason this is here is because now, a lot of my games give me the 'InsertGameHere has stopped working' error.
Shogun2, Unigene Heaven etc. All DirectX11 games.
World in Conflict ran fine the day before, so I am mystified as to the cause of my predicament...
The ' DirectX 9b or higher required to run WiC etc etc...' error leads me to believe DX has something to do with this, although I'm not sure, as some games work. (M&B: Warband, DX9)

Any ideas? Anybody?

well at that point I would go ahead and re install direct X, see if that fixes it.

That WOULD help, but isn't Uninstalling/Reinstalling impossible short of a full Win reinstall?
I have heard of changing the version number to fool DX into reinstalling itself, however.

well honestly ive never had to do it, but Id have to imagine you can just install over it at the very least?

run teh DX Diag test atleast maybe that give some hint?

personally im a fan of doing full reformats, but with all the optuimizations done on windows 7 for SSD, I would choose not to do so as well

Heh, I really do not want to go through a reformat or reinstall of windows ATM...
When I was originally installing, I lost power 5 seconds after install finished. We NEVER get power cuts.

Something doesn't want me using Windows :/
So, essentially, I'm stuck until the UPS I ordered arrives...

More on topic, DX is all like "Nope, DirectX is already installed and up to date!".
So the simple route has now been blocked by landslide...
I've been trying to fix this since Sunday, I'm at the 'sacrificing a goat to the almighty Lord of Darkness' stage...

I'm sure this is more of a software problem, it worked the day before, no idea what caused it, but the WiC error tells me it's definitely a DX problem.
Anyway, I was playing around with my GPU already.
