Its most likely not your system, but a bad game engine used.
The system requirements is not all that high.
Having your system specs would help determine if your system can play it.
Minimum:
OS:Windows XP, VISTA, 7
Processor:Pentium 4 1,5GHz or Athlon XP equivalent
Memory:1.5 GB RAM
Graphics:NVIDIA 8800 Series or ATI equivalent
DirectX®:9.0c
Hard Drive:3 GB HD space
Sound:DX9.0c compatible
Recommended:
OS:Windows XP, VISTA, 7
Processor:Pentium Core 2 2,6GHz or AMD equivalent
Memory:2 GB RAM
Graphics:NVIDIA 260 GT Series or ATI equivalent with 512MB of Graphics Memory
DirectX®:9.0c
Hard Drive:3 GB HD space
Sound:DX9.0c compatible

You didn't put enough exclamation points in the title. Put more and maybe I'll help.
Step 1: Post in the right section
Step 2: Quit making threads about this
Step 3: Don't bother trying to overclock your computer. It's ancient and obvious you know very little about them. Research hardware/overclocking/cooling/etc. I imagine that'll be difficult given that English likely isn't your first language but there's not a lot anyone can do about that.

your processor is basically a pentium 4, almost 10 years old.
your graphics card is also severely lacking for modern games.
consider buying a new computer if you want to play modern games.

Im going to go with no you cant overclock your PC with out hurting it.
From what I can read you have a generic board, a intel celeron 2.13 single core. Guessing 2 gigs ram, Win XP and a Radeon 2400 HD.
So guessing from what that shows. Its time to budget a new PC. The way you showed the spec of the pc is not the best way to show whats in your PC. Next time take pics of your desktop with CPUZ open.
Here is an example of how to show the spec properly IF you don't know whats in it. This is a validation from CPUZ screen shot of the web page.
