Yeah, looks like it based on the design.

I'm pretty sure it is, because of the fan layout and it just says "AMD Radeon" on the card.
Someone correct me if I'm wrong...

Yes it is, any cooler for the 7970 that doesnt have at least 2 fans is a reference card. I do not recommend those as they are hot and loud. A terrible combination.
*EDIT* Stupid thing to say, it could be a reference GHz edition card, but still with stock cooler

The only reason I'm looking for a reference card is because I plan to eventually water cool if I can. So are you saying that this card could could be a reference card http://www.newegg.com/Product/Product.aspx?Item=N82E16814150632.

Also I know all reference cards are the same(essentially) but are there ones that seem to overclock better, have adj voltage (I know it's luck of the draw for the most part). And which overclocking software is the best for amd cards (I know the preferred for nvidia seems to be MSI after burner)

No that is not, that is the XFX DD edition, has slightly better everything, but honestly, if your planning on watercooling later on, here http://www.ncix.com/products/?sku=67605&vpn=R7970-2PMD3GD5&manufacture=MSI%2FMicroStar&promoid=1016 for just $330 (Canadian) you have yourself a great reference card for watercooling

It's not technically a reference card but it follows the reference layout. It uses the alternate pcb design provided by AMD. It is be compatible with a reference block unless something changed from the date of that picture to now.
