Slowing Case Fan

I have a Xclio a380 250mm case fan that slows down a lot. I have to smack against the case to attempt to make it go back up to speed again. Any clue on what the problem is, and if so, how to fix it?

is the fan full of dust? or it sounds like the fan has served its life span and needs replaced.

I did blow it out before, but didn't notice any improvement. Googling A380 fan gave me "A380 fan replacement" as the first result, so I assume this is an issue. Just wasn't sure if there is a fix and people were just lazy and sent them in, or if it actually is borked.
