The Intel E6500 2.93GHz dualcore is more than fast enough to be paired with a GeForce Gt 240. I would say you can even get good FPS with a GTS 250 or GTS 450.

If his CPU is working at 90%+ load and his GPU is only working at 40% load, he has a cpu bottleneck and his CPU would be his weak point in that particular scenario he mentioned.
