While the upgrade looks good I've got to ask, does the current one not perform well enough for what they do? I only ask because my Grandfather has a computer similar to the one that your parents are using and he's quite content with it. (I did upgrade the RAM from 512MB to 4GB though). If you don't need to build right now then I'd suggest waiting a little longer because there's an 8-core Vishera CPU coming out soon with a 95W TDP which would be nice for something like this.

Its not that the computer doesn't complete the tasks it needs to complete. Its that it has a LOT of problems and its a 32-bit system. I just want them to upgrade it now with me leaving the house next year ( joining the military) and my little sister going to university in the next year. Their going to need a new computer for my sister to use well she's in high school and university and them to complete weekly task on from my dad managing a BMX track to my mom doing banking.

Buy a FX 6300 and the gigabyte 970-UD3 along it , if you go the AM3+.way.For FM 2 i have already suggested the APU.
To stay in a specific price envelope you can put some Phenom 2 X4 CPU in that mobo as well ,like a 965, 975 or 980.This are killer CPU-s.

so what have you decided on ?
i really like your plan of future proofing your system since it will be used for 5+ years.
its definitely a good idea to get an 8 core vishera 8320 or 8350 since they are really good value for money especially 8320.
however do get a good quality motherboard coz as others have mentioned the 8 core cpu require good quality vrms.
as for gpu definitely wait and get a 7870 during holiday season as it will get even cheaper and be great value.
