I see there is a lot said about the icehnacer. So i know i will be going that route. So far i have ultimate texture pack 2.0 , hd roads, ebn icenhancer x, and viva new york. I also got the final version of the real cars pack. Anything else that would enhance my graphics to a higher level.
If what i have picked so far is not a good mix feel free to live me a list of the best combined mods for the overall best graphics. I do want to be able to play through the story, never beat it on 360 can't stand fraps below 40.

I haven't found a enb I like more than gionight and nigbert photo realistic. I use a custom enb I made based mostly off of nigbert photo realistic 8 but pulling in the things I like best from iceenhancer and gionight. The absolute key is to super sample--I thought I knew good graphics but after I figured that out I was blown away. You need a pretty hefty system to keep the frame rate reasonable. I'll give you a better list of everything I use when I get back from vacation--but man, I spent hundreds of hours finding the best combo. It's all subjective though--everyone likes it a little different. At one point I had 14 version of the game installed, using different enbs and mods.

i really would like the best ebn with dof not crazy amounts of bloom but there good shard crisp look not to dark not to bright. i looked at a lot of em. The one i like the best so far is this one called something like green china Elvis ebn

very powerful first gpu in sli that can actually max metro 2033 and play through whole campaign with out lag issues very well suited for my future monitor upgrade. I always here just go with the 2gb version but why do that when its not hundreds more for double the vram. If you want the best buy the best. lol
