I run 4.5@1.20v and it hits 75c pretty easily and i am on full water so yea seems normal to me.

I got 4.4 stable at 1.27v and highest temp I get is 85-87 in IBT. In prime I get 78-79

really? wow, i might have a little bit of headroom left to get to 4.4ghz. 4.3ghz now with max temps on p95 aroound 76 degrees celsius, but never gets over 70 during encoding/gaming.

Like others already said 85 degrees IBT temp is ok at 4.4 with 1.25v, it could be that you didn't mount the heatsink very well or the thermal paste application might be uneven/off etc. Mine hits 90 at 4.8 on IBT but while gaming it never goes above 78 tho my ambient temp is lower than yours.
