Apple has actually donated quite a bit over the years. $50 million through Project(RED) for AIDS and another $50 million to Stanford University hospitals. They have also been matching employee donations to non-profit organizations.

It seems like no matter what Apple does people are going to bash them. Samsung donated "first" but at least Apple opened up more awareness for donations by promoting it through iTunes. It is similar to shopping at a store and being asked if you'd like to add a dollar or two for a charity. It makes it simple and easy for those that wouldn't have otherwise considered looking up the Red Cross.

Apple was, to my knowledge, always known as a stingy company.

Japan quake? Samsung donated. MS donated. Apple told people to donate with ads all around the donation button.

MS (or rather, Bing) tried to donate by involving people on twitter (for each retweet they would pay 1$ more) and people cried fowl, marketing sham, etc. They (main MS branch) also donated over 2million. Samsung donated over a million. All this without making people donate themselves and / or making them go to their store to donate. And gullible people even applauded, saying Apple was "raising awareness" (as if we didn't get flooded with "awareness" 24/7). Bing tried to donate 100k over twitter with simple retweets (without product placement everywhere) and were flooded with complaints.

Black Friday? You see mad discounts everywhere. Apple gets you 30~50$ off. On products worth several hundred dollars. The Apple of the past is not known for being charitable.
Things are shaping up with Tim Cook, but comparing Apple to Samsung as equals regarding donations is, at best, laughable. Samsung has a much better track record, and they're not all that generous.

Tim Cook was the one that donated 100 millions, and implemented that 10k a year employee program.

Apple is disliked by some people for a reason, and its going to take a long while before that gets better.
