So i upgraded to F9, seems to help a little bit. I turned off all the stuff, AMD cool and quiet c6,c1E, turbo,etc. stock 4.2ghz. Still under heavy load can lag. I turned some settings down.

You need some monitoring software.
You need to check what the video card is doing at all times ,if it stays at the right frequency ,how much is it loaded what is it s temperature.
You need to check what the CPU is doing while playing BF 3 ,looking at the CPU cores load ,their frequencies and their temperature.

Disable in BIOS: C6 ,APM,CnQ ,C1 and turbo core .Set the CPU speed by multiplier to 4 Ghz,
What practically happens when motherboard throttle the CPU due to overheating or whatever is that the cores frequency drops to 1,4 Ghz or 2 Ghz for short periods of time ,but enough to cause a glitch.
Also i would advice you to disable antivirus software for the testing maybe the antivirus scans something while gaming and the drop is on the HDD side.

Strange thing is with the BIOS log where they say in F7 they have added VRM protection.

But if you have money or a friend with similar components you can start swaping components.You could try a more powerful CPU if in doubt ,a FX 6300 for example.

Research and report what you discover so other to know.Good luck!

Well i went back in motherboard and turned off all throttle control, c6,c1E, turbo etc. I still see in cpuz that my processor goes from 4200 down to 4199 back up to 4200 then 4200.18. I even turned it down to 4ghz and it will go from 4000 to 3999.95 back up. Is this normal or am i missing something?

That is normal oscillation the problem is if when doing a fixed clock ,like you did ,you still have the FPS drops ?!
Are you ok , in BF 3 now ,with the fixed clocks ?!?!

Still lag, not nice frame rate. I opened up resource manager and see BF3 is using all 4 cores at almost 98%. Maybe Bf3 is too much for the FX4170. I think it would be better if i had the 8350 instead. Unless i am missing something.

I check my CAT settings. I turned my settings to high no blur, 2x aa 4x msas hbao . I seem to get anywhere from 45 to 120 fps sometimes dipping to 30s in intense combat. In bios should i have cpu v set to auto? and everything else set to auto?

Like it was stated before, BF3 Multiplayer especially on 64 player maps, is heavily CPU dependent. From what you report, there is no downclocking going on, temperatures are normal, drivers are up to date, BIOS is up to date, and you still lag. Judging by you saying that task manager reports all 4 cores being used 98% and above, you are being bottle necked by your CPU; there is no way around that unless you heavily overclock your CPU. If you do decide to acquire a 8350 series chip, your performance will increase. But like I said before, Intel is leading in gaming performance at the moment no matter how you look at it.
