So they're actually fixing the controllers if you RMA them?

Out of curiosity, is there any list of what PWM fans do and don't click?

Maybe some of their others are fine but i kid you not, take 30 mins on the internet searching about NZXT fan controller issues...you will see im not talking waffle
Anyway ive taken to just running them all off a 7v reducer cable i made and sleeved myself, just for the moment until i get my controller back from RMA, fans are near silent now

To test fans for clicking I run them at 12 Volts and at 5 Volts, both of which I can get directly from my PSU.
That said, most PWM fans click. This is why Noctua waited so long to release theirs: they had to overcome the PWM clicking.

Only Noctua fans don't click (review here).
List of PWM fans and their relative clicking is here, second post.
