How do I tell the difference between my CPU going out and graphics card?

I need to replace either of them. I lag when playing video games, and watching netflix. I know it's something going out, but i'm not sure if GPU failure would result in lag along with the graphics card

It's the GPU 6670 may be good for gaming on low,medium.
Edit- You say your ram is a 2.8Ghz? On a Phenom i don't think the Phenom series are good beyond 2000mhz on the ram. Could cause the lag.

Are you gaming on low settings or high settings? turning them down will get better smooth results.

AMD Phenom Quad CPU's do not have a great IMC as the Phenom II X6 line on processors.
IMC=Internal Memory Controller which is on the die of the CPU, it is shown that going beyond 2000mhz on the Phenom II x4 line you will see an unstable system, or have a slower computing experience.

Another reason your games may be lagging is due to the video card, a 6670 is mainly used for gaming when on a lower resolution and lower settings so that the CPU does most of the work.
Another reason you could be experiencing lag is due to overheating of the graphics card or overheating of the CPU.
What are your temps when running Prime 95 blend? is 47C Idle or load temps?
When running your GPU under load what are the temps?
Run OCCT GPU Test and post results.

Please read before u post. It doesn't lag normally. Something is failing. Netflix has begun to lag very bad, Like a picture every 5 seconds. The sound have begun to cut out too during this lag. I could run everything fine about 4 days ago, but everything has slowed down recently. sry if i didnt explain it well enough.
