Your "speed boost" speeds are irrelevant when streaming. What's your constant upload rate? I'm going to assume 5

It's common practice to stream @ 70% of your upload rate for good results, so 70% of 5120 (5Mb) is going to be 3584 Kb/s. You say you want to stream at 1080p but I'm going to tell you right now that it's going to stress your computer a lot to meet that bandwidth requirement. You're going to have to stream at a slow preset that puts a lot of stress on your computer. So much stress that even an i7 might struggle with it if your game takes a lot of CPU usage

The two (4) extra cores from an
i7-3930k would solve this issue for the most part, but unfortunately it seems out of your price range

. You might have to settle for 720p. By all means you can try 1080p but don't expect awesome results haha
There are workarounds for this. Streaming at 1080p w/ 5Mb up is possible but you will need to cut back the quality and/or drop the FPS down to say 25. Even then you still might get dropped frames/lag during high motion scenes.
PS- That card being mentioned seems to only be able to output at 30 FPS if I'm not mistaken.. The difference between 30, 45, and 60 FPS is really, really noticeable on live streams. I prefer to stream at 45 as it seems smoother and it's at least constantly above 30 and never below
