Nothing he can do it; doesn't work like that. Those settings are influenced by wiring, lines, and where you are located on the node.
Use new, good quality cabling, new splitters (and as few as possible), and thats about all you can do.
You numbers don't look bad or anything; they could be better, but it won't cause any issues.

You can't tweak those without actually messing with the cables/splitters at the house, and even then you are limited to what you're getting from the pole. Those numbers look in spec.
