Raw CPU performance is no longer Intel's main goal (except for their i7 Extreme CPU's). Like Ivy Bridge, which has no significant advantage over Sandy Bridge except the stronger integrated HD 4000 (now on par with AMD's 1st generation Llano APU's), PCIe 3.0, native USB 3.0 and a few other features. Dominating in mobile computing is now one of their main goals, with Haswell getting lower power consumption to fit onto tablets.
