Is there a reason for the slow 4k read 15.75 mb/s for Samsung 830. I am running ACHI according to bios. Is there any adjustments to make to improve 4k read speed?

Im not sure but it may be reading 4k from a single nand chip

Run a single thread of prime 95 while benching and it should increase.

Results running Prime 95 with single thread. Samsung 830 was installed in a acer laptop.
What do I need to correct to get the higher 4k read speeds?

There is nothing you can do to get higher speeds. That is about right for your drive, especially considering it is in a laptop.
