My question is simple enough, are the thermal pads that come with GPU waterblocks reusable? I want to take my block off and clean it out before remounting it into my new loop.

You'll take a cooling efficiency hit, using old pads.

Truedeal is right. The pad needs to be squished down during installation for good thermal performance. That won't happen twice.
You can get new thermal pads on frozen-cpu and performance-pcs.
