Just one more question,why my cpu doesnt lower the freq when pc is idle ? it just lowers the voltage,but on stock multiplier it was lowering freq to 1600 when idle. Turbo is enabled in bios

Try putting package c state support to c2 or whatever is the lowest option.

Nope,I even upgraded bios to latest version but still same, + I set same voltage settings and its acting so wierd,now its instead at 0.9 at idle and 1.28 on full load it goes 1.050 at idle and 1.270 at load,for no reason .. settings are same as they were in old bios

Try changing LLC until the voltage in bios is the same as windows.
