400 - 475 watt..., whether it has everything? or just two of them (CPU and GPU Overclocked)?

That shows that it draws <275w during synthetics loads of Prime95 and Furmark. Even if you overclocked it, a quality 450w would be plenty for your system.

< 275 watt? Impressive..., I almost can't believe, that 360 watt PSU can handle his system properly...

I just added another 6950. They were flashed to 6970's without any issues, but flashed them back to stock because I read somewhere the HX650 isn't enough power. Do I need to upgrade? I honestly read and feel the HX650 is underated. It's handled my system like a champ for almost 2 years now. 1055T overclocked to 3.8 and now two 6950's.

Yes, the hx650 is more than enough for your system. Even flashed to 6970s will be fine. If it wasn't enough, your system will just shut down during a gaming session or benchmark.
