Well if they don´t upgrade to next driver model it is not cause of it is not possible it is cause they want to sell Windows 8, example everybody who installed today´s windows 7 update round and starts up resource monitor they might notice some Windows 8 drivers with a 6.2.9200 version, also windows 8 does not offer any improvement over windows 7 in Grafik the extension DX11.1 is mainly for Debugging DX 11 code or GPUcompute code nothing to do with any visual effects or any other.
Also if you own a NVidia card and open up the NVidia Systemcontrol you might notice it clearly states DX11.1 support in there the newest NV drivers allready implemet those features they just are not used in Windows 7 atm.
Also this article clearly shows in benchmark Windows 8 loses to Win7, in real world performance some games win some lose, that may be to better CPU schuedling in the Windows 8 Kernel but noting else.
If Microsoft wanted to implement changes to win 7 they could do it, but they won´t cause of monetary interest, they only push out the necessary updates to just keep a reputation and not look completly retarded to their customers if their where a super duper virus attack on Win7 based systems hit the web like it did before XP SP2 they would role out a Win7 SP2 with new features, else they wont.
