I think this is OP's problem, the 4 pin that he cut is the cpu power.

You have an 8-pin connector on your motherboard.If there's nothing plugged into that..There's your problem.You may have gotten by with plugging a 4-pin in..but you cut that.

Trade me your board for an H61 and buy a cheap SB chip..problem solved.

Even most single core 939/775 systems won't boot without that plug, for reference.

It sounds like the PSU you are referencing is a 20 pin with detachable 4 pin add-on for PCI-E systems. You still need that additional 4 pin square one... Look at the picture. It's fully plugged in.

Read the bold sections.

Maybe it "died" while transporting it? (but then again your other "test" card should have worked...) I don't think it died while transporting. It was transported in an anti-static bag, and handled with care (walking distance).
Try to use another connector (if it has more than 1 HDMI or DVI or .. connector on the card) We tried both DVI ports.
Maybe you accidently "unplugged" the cable at the back of your monitor... I checked all 4 HDMI cables in my TV.
Maybe you did not insulate a cable well enough. Re-check all the cutt off cables and BE SURE they:
1) do not touch eachother
2) do not touch the chassis or some other components... They are. I insulated every wire (4 in total) seperately. If it shorted, it wouldn't turn on in the first place.
