So I recently bought an MSI 7970 OC. It's this card:

I started overclocking it on Friday. At first I thought it was going to be a really good clocker because I got to 1150/1600 on stock volts of 1174mV. However, I couldn't seem to get to 1170 on the core no matter how much additional voltage I used. I went all the way up to 1300mV and had no luck. At first I assumed I had just reached the limitations of what the chip could do, but I just noticed that even when my voltage is at 1300mV in Afterburner, in HWiNFO64 it maxes out at 1174mV. When it's not under load it drops to around 900mV, but even under 100% load it maxes out at 1174mV.

This has lead me to believe that Afterburner isn't actually doing anything to my voltage, which explains why changing the voltage has made virtually no difference so far in my attempts to improve my overclock on this card. Does that sound reasonable to you guys, and what can I do to fix this?
