Have you tried a different video connection?
Apparently HDMI doesn't work properly until the drivers are installed so try VGA or DVI? or anything else really.

I am using an adapter for VGA->DVI.

Last night, while I was gaming, my computer froze and when I restarted it I had no luck booting (which has been a normal problem, that I haven't been able to fix for a long time...). I'm so sick of my computer...

It could be one of Your SSD even the HDD, have you tried without them and left one in.
Is your Seasonic PSU working correctly have you tested?

I was running crossfire 6950s in a custom water loop in my previous rig and as soon as I got everything assembled and windows installed, I tried to install the newest AMD drivers to get a similar result to what you were getting. I tore everything apart and put everything back on stock air coolers and tried each card individually. With one of the cards installed in the first PCIe slot, everything worked normal and I was able to boot into windows with the AMD drivers installed. When I installed the 2nd card in the first PCIe slot and removed the first card, I would get similar results to what you are getting now. I would suggest trying the same to see if you have a card problem. Completely remove 1 of the cards to be sure, and dont just unplug it.

All i can really tell you to do now is reinstall windows you must have drivers from a previous version running for the GPU and now its conflicting, Motherboard drivers could be conflicting also, just reinstall.

I dislike these 300 series drivers, twice now I've had a driver corrupt & get the same issue. Computer fine with no driver installed or safe mode, try to boot with a driver everything stops at the windows logo.
First time I was in a hurry on a benching rig, after an hour I gave up & reinstalled windows. Have my daily rig doing the same thing right now again & haven't been able to solve it yet, looking like the easiest way is a full windows reinstall. I've cleaned out everything nvidia & still cannot even install an old 186 driver with an 8800gts & get to desktop.
Have a 7970 in the rig right now to get everything saved before I wipe it.

I just don't know what else I can share with the community to help me with my issue. I've tried components, that I have more than one of, by themselves (and in different slots). I've installed fresh windows over ten times and I get the same results.... Seriously, this has been going on for over two years, and I'm starting to get upset with my build and choices with how I handle my hardware (not that I mistreat it, but I could've done more research on each component).

Well then it's either a faulty CPU or mobo.
I presume the mobo is dying/dead in an aspect.
Buy a cheap mobo and see you can get ones for like $50

Same thing happened to me and a 9800GX2, turned out the card was dead. You might want to check out with another card or no cards at all.
