Offset is set too high (+0.140) for a 4.6GHz overclock. Set it to +0.050v , disable Internal PLL Overvoltage (not needed unless going above 4.8-5.0) and test with Prime95 .

Should I revert bios back to default factory settings then change just the options you told me to change then try and prime it?

No need. Everything else looks good.....

Ok. I did that... then as soon as I booted into windows... it froze and stuttered the sound right at the login screen.... now I just got a BSOD.... MACHINE_CHECK_EXCEPTION

Increase Offset to +0.065v and check...

I tried that.. and again at .08... now im up to .1 and she seems fine... cpu z showing 4600mhz at 0.968v idle

put some load on it and see if the vcore value increases...

Ive got 2 cores in full load at 4600mhz running 1.352v with pll enabled offset .1v

With that kind of cooler 4.6 GHz it is a some kind of great achievement! Start with 4.2 GHz until you get familiar with all bios options and how to monitor all parameters needed for an good overclock . You can't just scroll trough manuals and to expect maximum OC (4.6 GHz it is an max of your setup).
