or, similarly, MGS Twin Snakes for Gamecube and run it through Dolphin, though you may have a harder time trying to rip the game.
I was in Frickfrock's shoes a few weeks ago after having a craving to replay any MGS game I could without a console. I tried dolphin and Twin Snakes before buying the original and 2, and while you can get it to run and it looks great theres an issue with the audio and it will skip as you play. There was no fix from what I could tell and it was mentioned that it was one of a couple of games that had issues with dolphin.

I will say this; Metal Gear Solid 2 Substance is the
worst console port in the history of PC or console gaming. I guarantee the game won't run well, if at all.
MGS2 runs on win 7 x64 for me. There is a patch you should download and I had to get an ATI/ no cd crack fix from game copy world to get it to run (it doesn't read the disk in tray) and to work with my vcard. I had to put character textures to the lowest or there wouldn't be textures in game (everything black) and I needed to turn off special effects or there would be fog on the screen I couldn't see through but other than that you can get it to play perfectly with a controller if you use xpadder. Found a file online that sets up the in game controls + the xpadder layout perfectly for my 360 controller. The game doesn't run past 1024 x 768 in full screen but for what ever reason it will do 1920 x 1080 in bordered window.
As for MGS, the original, I can get it to work but if you run it full screen there are limited resolutions you can choose and I get a lot of flickering in the menus. Running the game windowed (-w in target when you right click and go to properties on the shortcut) stops the flickers but disables aero and makes things hard to see since it such a tiny resolution.
Its one of the best series I've ever played and I pcked them up for $15 from someone on craigslist selling a bundle of old pc games so I'm not too bummed out. Wish they both ran perfectly but they don't I don't know if I would spend $20+ on both so you might want to go down the PS2 emulator route. There could be a lot less issues there.
