It depends on what sort of traffic you're going to be getting.
For low amounts: low end VPS / home hosting
Moderate: Medium spec VPS / high spec VPS
High: Dedicated server(s) - high uplink speeds

hardware wise any rig similar to those in your sig would do the job without the need for powerful GPU's. A dedicated PCIe NIC is nice to offload the protocol work from the rigs CPU and a decent internet access such as cable or fibre so you have decent speed and low latency. Most of all learning the OS and software such as linux or windows server OS's whichever you decide, SQL server or PHPMySQL for example would be most important.. even vitalization so you can run the web sever, database server and email server in VM's.. food for thought

You can get a rig together out of pretty much anything in this case. An old Athlon 64 would probably work.
Something like: Cheap, dual core processor. 2GB RAM (possibly 4), 500GB HDD would work.
Put your favourite Linux distro on there (mine would be Debian 6 x64) and your favourite http daemon (mine is Lighttpd, others include Apache and nginx).
Then install all the other requirements i.e. MySQL, PHPMyAdmin (for DB access over the web), FTP server, etc.

Or you can go down the virtualisation route and run it as a VM - pretty much what a VPS is.

What stubass said was right, but I personally don't think you need to get dedicated NICs with a small to medium website, but to each his own
