Even with the hardware listed for the flagship device, it wont be outdated like devices released before from RIM. How many devices now have an S4 quad, 2g of ram, and a 2800mah battery?
There aren't so many that it will be considered outdated really.

I don't think the GS4 has a release date.

The 1st BB10 phone will only be dual core and 1GB of ram. However, they do plan on releasing a quad core 2GB of ram phone later on.

RIMM still offers the most secure phones and partners with governments & corporations. Blackberry 10 looks very promising; there are some software tricks that I've never seen in a cell phone.
My entire family, and all of my friends still have Blackberries. It's still quite popular in Canada but we are seeing more and more people switching to Android or iOS.
Unfortunately I have to agree from a hardware standpoint. RIMM always seems to release phones that are outdated. If they could release their phones a year prior to when they do- they would be in a great position.
Jan 30 is only a couple weeks before the release of the Galaxy S4. In that case, the S4 will eat BB10 alive.

Some of the swipe and shortcuts features were directly copied from Nokia Meego devices. That's good cus there might be something readily available in the near future that can adequately replace my Nokia N9 (jolla excluded since seems EU only). Hopefully BB comes back strong with a stunning device.
