There are a few reasons why this may be.

Provisioning:
The older install may need to be updated with new boot file. If a simple reboot of the modem doesn't solve it you can call in, jump through hoops and make sure your "codes are right". Business class doesn't automatically update because that would cause an Interruption in service.

Drop quality:
Intermediate errors in modulation can cause packet loss. A DSAM or equivelently capable rf meter with registered docsis access to your plant would be required to measure these modulation errors.

Wireless:
If this is the issue and you asked this question....
Wireless G has about 22mbit in actual throughput. depending on authentication/encryption, that headroom diminishes.
