Firstly, each company calculates their TDPs differently. You're making a cross vendor comparison, so that comparison is null and void right there.

Second, it's pretty rare for two products with the same TDP, even from the same vendor, to have the same power consumption. Point in case: HD 7970 and HD 7970 GE.

So no, once again, you seem to lack an understanding of TDP.

no...homeles is right. you lack any clear understanding of what TDP is. So..do you want to continue looking like a fool who wont admit when he's wrong, or go out with some dignity and admit that you had some wrong knowledge and are willing to be rational, and listen to someone who explained it correctly?

+TDP also has to do with the maximum amount of wattage a chip will pull when it is running full load at its stock clock.

Yes, this is what TDP is. Well, more accurately, it's the maximum wattage the cooling solution is designed to dissipate, at full load.

Edit: Sorry, meant to say maximum wattage it will consume/need to be dissipated.

FYI, You can't infer the exact amount of power drawn simply by observing the amount of heat it puts off. They don't radiate 100% of their power via heat.
