I say None of the Above....

Unfortunately, there is no "one" best fan as I see it, specifically because of the growth of 140mm-based radiators in the recent years and while 120mm may still be "standard", the former are evolving very quickly and provide some serious advantages.

FOR 120MM RADIATORS:
Koolance 120x25/120x38 2600rpm Fans
These fans are perhaps THE most under-rated fans on the market when it comes to radiators, and I have been yelling from the mountain-tops about their incredible performance since I first used them. Equipped with dual-ball-bearing motors, the fans have absolute NO problem in any mounting orientation, and despite the 2600rpm speed, they are quite efficient (I have 4 on one 30W fan controller channel without issue), and surprisingly quiet! On top of that, they push 5.4mmH2O (120x25) or 6.4mmH2O (120x38) static pressure making them exceptional for even the highest-density radiators such as the Koolance or HWLabs 30fpi models, and push 107.4cfm/118cfm respectively. Using my Bitfenix Hydra Pro, these undervolt better than almost any other fan I've ever used, with absolutely zero ticking, whining, or anything else coming from the motor.
Four of the 120x25mm model in push-pull on an Alphacool NeXXos UT60 240 radiator, which is how I have mine set up, produced a 3C difference in Delta-T over a popular 1800-1900rpm fan that is spec'd for ~2.5-3.0mmH2O static pressure and 60-75cfm (of which four were used in the same configuration)! The only fans that have provided better temps are the expensive, extremely loud, and/or extremely rare Delta and Sanyo Denkei 120x38 models with speeds of 4000rpm+, as well as these fans' "Big Brother" the 4000rpm Koolance 120x38 fan.
Oh, and they cost just $7-8 EACH!!!! That is, by far, the absolute best performance:cost ratio I have ever seen in a fan!

FOR 140MM RADIATORS:
Bgears Blasters 140x25 1800rpm Fans
My absolute favorite of the entire selection of 140mm fans, for any purpose, these are double-ball-bearing motor fans that spin at 1800rpm and undervolt extremely well (no odd noises, or anything like that). They also have a phenomenal 3.5mmH2O static pressure at 1800rpm, the highest I know of for a readily-available 140mm fan (i.e. under $60 per fan), and push a substantial 103cfm in air volume.
Just as with the Koolance fans, I find these to be far better than any specification sheet could indicate, and I also find them to be highly-underrated by most. I have 6 of them running in push-pull on my EX420 radiator, and the airflow coming through is truly ridiculous, over 50% more than anything else I have tried (Cougar, Akasa, Aerocool, NZXT, and more). Being 2-ball bearing motors, they operate in any orientation, and do so without any funny noises or decreased life expectancy. Despite the very high cooling power, the actual electrical power required to run these is no greater than any other 140mm fan and in fact less than many others, and I comfortably run 2 30W channels with 3 of these per channel and the fan controller barely gets warm (in the rear).
Just like the Koolance, these are by far the best price:performance fans out there in this size, and you will likely spend over 2x as much to get a fan that is still only half as strong when strapped to a rad.
The price varies considerably with the retailer, but it is extremely easy to pick these up for just $8-10 a piece!!!
I don't know about some of you all, but I would rather have 6 of these in push-pull, than pay the same for just 3 "more expensive" fans in push-/pull-only (and which can't match the Bgears even with an equal number of fans, much less when the Bgears out-number them 2:1!!)....
