Do you use a mousepad, what DPI do you use, what grip style do you have, heavy or light, do you mind prediction, etc?

To be perfectly honest, Razer is usually held in high regard by the mainstream public - its just popular (perhaps not so much now...). By this, it will probably give the greatest 'gift' satisfaction unless your friend really hates them. Light gaming --> not likely to worry about limitations in sensor tech, so yeh go Razer if you must.

In spite of all this, buy them a deathadder.

DeathAdder is certainly good.

OP, what mouse is your friend currently using? And what's your budget?
