How good the silicon is can only be determined by overclocking. From my experience; Tahiti cards[7950 & 7970] overclock similarly. On average, you can expect anywhere from 1100MHz to 1200MHz on the core on air cooling. Anything greater than 1200MHz in my opinion is good silicon. Samples capable of 1250MHz or faster is jackpot
VERY few reach 1300MHz or higher on air.
Over the course of the year, I've owned four 7970s. Only one one of them could manage 1250MHz and faster. That card is the Matrix 7970 Platinum. The others ranged anywhere from 1125 to 1210.
Test your luck. You may luckier than some of the disappointed users in this thread
