EVGA GTX 660 Ti refuses to change clock unless K-Boost is selected

I've overclocked a few Nvidia cards with Afterburner, so I found this confusing.

I can't even bump the clock speed up like 10MHz, nor could I change the voltage. The settings would apply, but the card would just ignore them. Checking GPU-Z, it would show the new clock speed, but the sensors would see it running at the stock 980 (I think) MHz, which is what both PrecisionX and Afterburner reported, regardless of what I set the clock. I was able to manipulate the memory clock, but nothing else. Manually maxing the voltage, without enabling K-Boost, did nothing at all.

The GPU just completely ignores the clock change unless K-Boost is selected.

When K-Boost is selected, I'm able to overclock it with no issue. In fact, it seems to be a little better at OCing than your average 660 as it's currently running stably at 1201MHz, with the mem at 3479MHz, benching at 57.7 FPS (score 1317) on Heaven 3 with Anisotropy set to 4x and Tesselation set to extreme, which seems to be a bit better than average for these cards, even overclocked, at least as far as what I found. Temps are stable at a very happy 49C.

Is this normal? Should I have to enable K-Boost to overclock it? Is there something that I'm somehow forgetting to overclocking aside from getting PrecisionX and bumping the clock and voltage up until it goes unstable? The card is brand new and purchased locally, so I suppose I could return it, though I'm not sure what I'd give as a reason.

Did you happen to update your drivers while K-Boost was on? I had this exact same problem when I had KBoost on and I updated my drivers. If that is the case, you may need to revert to your previous drivers, turn off K-Boost, update your drivers and the turn K-Boost back on.

nVidia driver guide w/KBoost
1. disable K-Boost
2. uninstall old drivers
3. install new drivers
4. enable K-Boost
5. ????
6. PROFIT!!!!

Nope. I wasn't familiar with K-Boost, and didn't intend on using it. I only activated it as a last resort, when uninstalling and reinstalling the drivers multiple times did no good.
