My friends' XFX 7950 (shown in one of the picture that I uploaded) is not voltage locked, while the 7970 that I bough (also shown in the picture) is.
Sapphire cards are locked.

I would try MSI if I were you. Their warranty seems allright.

Stuff like Nvidia adaptive vsync and Nvidia CUDA and TXAA/FXAA

Nvidia drivers can be buggy as hell and annoying to handle with weird problems.. and recently they dont have a very good track record either, even worse than AMD

OT:

wait for black friday, shop around and get you wallet ready, thats all you need thumb.gif

What kind of issues are you having?

Last time I had a driver issue with AMD (or nvidia) was when skyrim was released. I was using dual 6850s and it took about a week for AMD to release the CAP drivers and optimise the performance. It was nothing bad, actually.
I never had any real issues, actually. Guess i'm just that lucky.

I wont be able to buy a vid card for another two weeks because this check is gonna go to the monitor, and case because the monitor deal ends on the 21st and then the deal is over and the price will raise back up to like $280

if you are referring to the Gig 7950 - yes. let me correct that - it is not locked. you can increase it using apps like Trixx and AB. but with 12.11 driver there is hardly any reason to oc. maybe the monitor you'll use will give you reason.
