Likely because the MacBook Air doesn't support it. Also, you don't need to use disk maker X.
I built my own image by following a guide online then used disk utility to restore the image to an 8GB flash drive. Works fine. You cannot install Mavericks from the app as you use to do with 10.8.
^^^ That is how I did it. Took some figuring out. Pretty easy and painless. This way you can make sure it is done right. If it still doesn't work, then your MacBook Air doesn't work with Mavericks. Remember, there are multiple iterations of the MBA.
The Early 2008 MacBook Air doesn't support Mavericks. Anything after that works fine. However, systems with 2GB of ram run like crap. When running 10.9, I always recommend going with 4GB of ram.
