Im not sure what are you refering to as "tell that to the Japanese". The reactors they had were of satisfactory safety at that point regarding what they knew. If they knew that such earthquakes as was in 2011 (7.something amplitude) combined with a (10?meter) tsunami were a possibilty, they would have planned for that when they were building the plants. [to my knowlodge these were quite old reactors --- boiling water if im not mistaken]
and as to newer reactors being dangerous? everything is dangerous if not used properly... gas lines can explode ... silicon cleansing fabrics can get a leak and poison water... yaddayaddayadda
in short: if you give the killer robots to a nation that wants war or just to kill its own people they will do it ... but they do that without the robots ... if "responsible" nations use them, maybe they could be used for something productive [stupid example: protect people from bears]
