2500K will not Idle

From what I have read, all of the power saving features are on in my bios, but the cpu would will not idle. Both cpu-z and other programs are reporting that the core speed is a constant 4.2 even when my system is that 1% cpu usage.

I had an issue where Intel RST was keeping my CPU usage up, but my clocks were still down. Could it do the opposite maybe?

If you reset your motherboad BIOS to the defaults, will it downclock properly then? At least then it'll rule out other possibilities.

This isn't going to be much of help, but mine does the exact same thing with my MSI motherboard and for the life me I found no fixes to it. Granted I haven't looked into any BIOS update recently for it, but at the time there was none.

Make sure your Windows Power Plan is set to Balanced. If it is High Performance, the CPU won't downclock.

If you want to double-check the BIOS, you are looking for EIST, C1E, C3 and C6.

It was the power plan lol. When i got my ssd I had to edit the power plan settings to stop my HDD from turning itself off. It seems I made a new high performance plan to make this change. Thank you.
