970A-UD3 throttling

I've been having a strange issue with my rev 1.3 970A-UD3 while overclocking. I purchased the board specifically because of its 8+2 power phasing, but it hasn't worked out like I had hoped.

I bought the 8320 & board from microcenter as a combo deal a few weeks back, and since then, I've been attempting to overclock it with minimal success. The VID of my 8320 is 1.4v, so it needs higher voltages to clock well, and that's mostly fine with my cooling, however once I set 1.475v(or higher) in bios (with LLC to extreme it's about 1.5v under load) the clock speed and voltage cut back momentarily every 20-30 seconds while stress testing with P95 or especially IBT set to 4gb.
I don't believe my cpu temps have ever exceeded 59*c, though the actual core temps are way off, maxing somewhere in the 40s whereas TMPIN2 seems to agree with AMD overdrive(which I only used for temp monitoring, all overclocking was done in bios). APM is disabled in bios, as it would cause throttling at stock speeds occasionally.
Something interesting I have found, is that if I disable CPU thermal protection in the bios, while I don't recall if the CPU still clocked down, the voltage as well as power draw from the wall drop while I hear what sounds like coil whine from the case(and I believe it's the board) which then goes away and comes back in the same intervals as the CPU slowing down with thermal protection enabled.

I have a 120mm fan in the side door of the case to help cool the VRM heatsinks.
Board came with BIOS F6 and I updated it to F7 before I started overclocking.

I hope I made everything above clear, the issue has been nagging me for a couple weeks now.
Thanks

What you are describing sounds near identical to what I found with the 870A-UD3 in the wife's computer. Mind you I have the VRM's non-heatsinked.

What cooler do you have for the VRM's? What fan/s do you have cooling them?

A picture would be most helpful. But it sounds a lot like the VRM's / MOSFET's are throttling the CPU.

Just stumbled across this thread.

The OP "xd_1771" is a guru on VRM's and MOSFETS.

I had looked at that thread but thought starting a separate one for this issue might have been warranted, though asking there might be a good idea as well, thanks.

As for the heatsink, it's the stock one the board comes with, and measured with an infrared thermometer never exceeded 60C. Don't know the specifics on the fan, but it's a 120mm, and hwmon says it's spinning 1900rpm. While it's not blowing directly on the vrm's (it's slightly lower than them) it's getting some air directly on the board. I agree it seems like the vrm's are being overloaded, I just thought it was meant to handle more than this.

Edit: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128519 link to see board and heatsink
