Also this may seem silly.
but considering the RX is "designed" for low speed fans, does that mean that adding high speed/flow fans to it would further increase the performance? or is there some sort of reason that high speed fans would not work well with it?

Very quiet and reliable. The EX is not better than the RX. The RX will have the same performance as the EX at low speed fans where as the EX needs higher speed fans.

My main concern with the standard XSPC kit that comes with their cheaper 750 pump is the reliability of the pump. That's why you see the "upgraded" D5 version of the same kit at many stores now, it has a far better, more reliable D5 pump.

You could use higher speed fans with an RX rad, and it may provide a very small decrease in temps. But you don't need to.
The EX rad isn't designed to do well with lower speed fans, but it will do well with higher speed fans.
Another advantage of the EX 240 rad for you is that it's around 25 bucks cheaper than an RX 240.
