CPU for video editing...

Heya smarter ppls!!
I'm just breaking into System building, and I'm trying to help a buddy out. He's into digital video, and does a lot of editing ( Premier ). My question is, what is the best chip for this?
His budget is prolly $0, so I'll be doing the building. I'm kinda looking for two answers here. Question one is what is the amazingly best chip, and the Second Question is what family of processors is the best (keeping an eye on the budget).
I've been looking at the i7 1155 socket chips (2600/3770), and thinking mebbe stepping up to SB-E 2011 socket... Would I get better performance out of Zeon processors? I've seen a couple of dual chip boards that looked like fun, but I have no clue about them.
Also, would overclocking be "worth" the extra wear and tear on the chip?
I'm really outta my depth here, and wouldn't know where to begin to google all of this, so I thought I'd post here. I know a ton of you do the folding @home stuff, but IDK if that's similar to video editing...

DP xeons are gonna butt heads with your $0 budget - a decent i7 with a good cooler and an OC is probably the smart bet.

I have a couple of friends who can get their hands on some older stuff..
I also have 5 Power Mac Pros that were "DOA" that I was gonna blow up.. Are they any better than a 2600K?

I will not count to much on overclock - especially not if hi work with Adob. Whats count is number of cores / threads. In case of $0 you have to elaborate whats mean video editing. If hi is lot of time on montage then pay attention for an good GPU (render can be done at night time while hi slip) . Also, amount of RAM can speed up a job. If hi is in rendering all the time then god help him thumb.gif Also, SSD drive can help while editing project with lot of importing / exporting.
I will chose modest cpu with 16GB RAM and SSD 128GB (500Mbps) .
There is also option to buy 3-4 second hand rigs which will work 48h/day if hi need lots of rendering .
When you have $0 you have to think more than twice and to plan carefully.

if you have 1366 xeon mac pros, then absolutely attempt to salvage that! even if it's just for the CPU's, the 1366 xeons were OC'able, and there are DP boards for those chips - you can probably sell off the other mac parts for $.
