Odd Internet Issues, please help.

So I have a 30/8 Mb/s line from comcast. Real world downloads of about 4 MB/s from steam. When I try to stream anything from youtube, even 240p it refuses to load. This is occurring on all browsers and PCs in my house. Google says to "clear cookies" this does not work.

Youtube debug info shows files streaming to my PC at roughly 300 kb/s for about 30 seconds and then it crashes to 0 kbps with no activity.

Anybody know what would cause this.

OSs with issues:
Win 8 (My PC)
Win 7 (Family Laptop)


I've tried reinstalling browsers, rebooting router and modem, most common sense fixes.

Nothing has worked, any ideas?

What I do when I suspect connectivity issues is try a large download (like windows 7 SP1 from Microsoft) and start the download. Get the download manager (either in IE or FF) so you can see the speed. Let it settle out for a few seconds so you can see what it is. You are just trying to confirm that you are getting the speed you are supposed to get from your ISP is all. After you get the results from the speed test just kill the download. If you are getting what you are suppose to be getting then maybe YT is having issues or playing flash vids is the issue.

The router or the modem could be causing this as well. I would remove the router from the modem and cable into the modem directly with a notebook or desktop to rule out the router. To rule out the modem try and borrow one from your next door neighbor or someone else you know that has your same modem. If your friend is not having issues with the same video you are trying to play and you aren't either when you borrow theirs then the modem is the problem. If all else fails then call the ISP and get the tech dept on the line. They should be able to determine what is going on.

I had a similar thing happen to me but it was when I was running uTorrent. It seemed the DL speeds were decent but the UL was erratic plus it would cripple or slow down internet traffic. The ISP supposedly didn't throttle and if i shutdown or severely limited the UL speed in the app the problem would clear up. I ended up getting a Draytek Vigor 120 ADSL2+ modem off of eBay and it was a night and day difference in stability so you might consider getting non-ISP supplied equipment in your search for a fix to this.
