Computer won't boot

Hi, I have a pentium 4D on a ECS Nforce 570 Slit-A Mobo. Iknow its not the greatest set up.... well I blew out my mobo or something when I tried to overclock (yes i was stupid).

anyways long story short... i replaced the CPU and mobo with the exact same ones (through a warranty). I used artic thermal 5 on the liquid cooling (its a aqua gate mini or something... not that great of a liquid cooling). Anyways I hooked everything back up but my computer won't boot. It gets power and the lights go on.... but it won't boot at all. I've tested out the graphics card, harddrive, and ram on seperate computers, all working fine. Can somebody help guide me... is their something you MUST do when installing a new mobo that I missed?

btw could someone explain to me Jumper Settings.

please fill out your system specs under userCP that way we can help you better.......is your cmos battery jumper installed (correctly)?

First thing I would do is to check the cpu,sometimes it isn't seated all of the way.

^^as in its not in the socket all the way? hmm I'll check although I doubt it. lol also it is impossible to put the cpu in backwards right?(lol sorry, this is the first computer that i've put together)

ok, i'm going to sleep as the only way to check my cpu is taking the whole mobo out in its current set up. I'll be back tommorow thanks for the help.
