No. You will see a few more frames in games that aren't multi-threaded with Intel, though.

Around 20 percent more CPU power. How that translates into real-world performance depends on the application you're using at the time. But a significant difference nonetheless. At 5 GHz, an 8350 can beat a 3770K in multi-threaded applications.

-Do YOU guys see Steamroller and up being another step in the right direction, or a barely increased performance over Piledriver?
Probably 10-15 percent better, like AMD has said all along. They delivered on Piledriver over Bulldozer, so there's no reason to think they can't continue the trend. It will help them that this is still a fairly new microarchitecture. I think Intel may be reaching the limits of theirs, seeing as how Ivy Bridge isn't all that much better than Sandy Bridge, and that the Core microarchitecture has progressed through several revisions already.
