can i overclock a 'r7850 twin frozr' to match the performance of a 7950?

not really. even a stock HD 7950 boost is 20 - 25% faster than HD 7870. a HD 7850 at 1.2 Ghz matches a HD 7870. also the HD 7950 is a overclocking beast. it scales better than even the HD 7800 series.

i want to game on a 2560x1440 resolution, will a 7850 handle that or should i go with the 7950

definitely the HD 7950 is the card to get. the bandwidth on the HD 7900 really matters at 1440p.
