My MSI TFIII 7950 hit 1200mhz. Spinejam, a user here, has ran through like 9 7950's, all of which hit 1100mhz and majority hitting 1200. There might be a better one but this one definitely fits the bill.

If you go into hardcore volt modding, I've herd both sides can hit roughly 1400MHz on good air. I know the 680s have threads on it. The only problem with the 680s is on reference cards you have to disable the TDP throttling otherwise you can't do squat. I'm tempted to get one and try it out, see if I can hit 1400, just might have to save up for a while.
