Yes but there's something called a rough estimation based on a general performance of the chip. On how his specific chip will perform is upto how the OP overclocks it and whether or not he is even overclocking the cpu nb frequency and the ram!

Performance wise yes, but voltage will differ and you can't really estimate what voltage he should input.

1.55 is high and heat will be an issue, and would probably degrade the chip over time.

what graphics card do you have please?
that could be a limiting factor more than a cpu.

From where do you get this info? Maybe when more members come online they could enlighten you and the OP and guide the OP in the right direction.

I go by AMDs product page to determine safe voltages.

The max rated is from 0.925 - 1.425, so going over that by 0.125 is still pretty big. They are more tolerable to voltages yes, but going over by too much can degrade a chip. Heat would become an issue and very good cooling is needed

EDIT;
If you are new to overclocking it isn't the best to say 1.55 is fine. Thats the type of voltages you want to play around with when your more experienced and know what you are doing, but first time, it can prove dangerous...

I have an Athlon II 620 with a stock CPU VID of 1.5v.

I also had an FX-4100 that had a stock Turbo 2.0 VID of 1.4875.

1.55v is absolutely safe on AM3 chips, even AM3+ chips.

Heat is what you must consider, as well as ripple current and VRM tolerance. Athlon II generate much less heat due to lack of L3 cache, and thus tend to take high voltage much better than Phenom II.
