All I really know is that I would want Z77, maybe 8-phases minimum, and heatsinks on the VRM and phases too (a heatsink on the area right above the CPU, and another on the area to the left of it).
Cheapest board with true 8 phase design is UD4H which isn't out yet (MSRP probably around $180 US), so 8 phases aren't necessary. Same with heatsink. If a board uses good mosfets like IR3550s there is no need for heatsinks at all for moderate air OCs. Heatsink is a must for crappy D-PAKs that are on boards like MSI G45.

Is there a board on ncix/newegg that is an absolute must buy, or the boards on mem exp really that bad?
For $100 there are no good boards for OC purposes on that website. However, if you really want just 4.2 Ghz, G45 can do that, but Z77-D3H
is one step up from G45 for sure in VRM department, so get it instead. Z77-D3H is probably the best choice on that website for around $100.
