True. The first level has you sneak past 3 gardeners and of course you would expect 3 gardeners to be able to recognize some stranger that's dressed as a gardener at a private mansion, but when there are hundreds of cops and SWAT teams arriving and they can immediately see through your disguise from a mile away, that makes the game very frustrating.
A lot of the levels I start off playing like the classic Hitman games but by the end of the level it turns into Gears of War as I'm moving hoards of people down.
I definitely understand your "Cops and SWAT" point. The rate at which they generate suspicion needs to be balanced, as it really doesn't make sense when you enter a new area and everyone automatically knows who you are.
Unless, if they play it with the fact that most cops in Dakota and Chicago know about the bar code tattoo, that would work as well. If I saw a cop with that on and there was a manhunt for a man with the same branding, I would be equally suspicious, too.
