However, AP-30s do click at 50% or below which happens to be the range of the AP-15 to the AP-12.

That's the AP-30's, my two AP-29's do not click until you go down to 20-30% duty cycle.

Like wise, the AP-1* & AP-2*/3* fans are not the same motors.

 

More so, those AP-30's are modded to be PWM, and not stock that way. While they may use the same PCB as the PWM models (this is common between big fan line ups) the OEMs usually add an extra IC to help regulate PWM functionality.

 

Like wise, the speed of the PWM Frequency effects whether or not the fan clicks.
